For each HS code, the tariff specifies whether the general MFN rate, a transitional rate, or a preferential rate under a bilateral or regional trade agreement applies. Correct tariff classification is the first and decisive step in any Australian import: it determines the actual duty liability and therefore directly affects landed costs. Customs brokers and freight forwarders must not only identify the right HS code but also verify whether proof of origin is available to support a reduced rate.
