The Australia Group is an informal export control regime established in 1985, comprising approximately 43 states and the European Union. It coordinates national export controls on chemical and biological precursor materials, production equipment, and related technologies to prevent the proliferation of chemical and biological weapons. The regime maintains two distinct control lists: one covering chemical precursors and biological agents, the other covering production equipment and technology. Exporters must verify whether their goods appear on these lists and whether the consignee or destination country is assessed as a proliferation risk – in which case a national export licence is required. Unlike the Chemical Weapons Convention (CWC), which is a binding international treaty, the Australia Group is a voluntary coordination mechanism with no independent enforcement powers; implementation depends on each member state's domestic legislation.
