An ATA Carnet is an international customs document permitting the temporary duty-free and tax-free importation of goods into participating countries. The acronym stands for "Admission Temporaire / Temporary Admission". At each border crossing, the carnet replaces the security deposits that customs authorities would otherwise require, making it a practical tool for exhibition goods, professional equipment, trade samples, and film gear. Authorised chambers of commerce issue the document and act as guarantors toward the customs administrations involved. The system is grounded in the ATA Convention and the Istanbul Convention and is recognised in more than 80 countries. It should not be confused with the TIR Carnet, which is designed specifically for road transport in sealed vehicles.
