An ATA Carnet is an international customs document permitting the temporary, duty-free import and export of goods across member countries without lodging a customs security deposit at each border crossing. The acronym combines the French «Admission Temporaire» and the English «Temporary Admission». Typical applications include commercial samples, trade fair exhibits, and professional or cinematographic equipment – goods that will be re-exported after use abroad. The carnet replaces individual national customs declarations at each frontier, cutting paperwork significantly for exhibitors and freight forwarders alike. It is issued by national chambers of commerce affiliated with the international ATA Carnet system. Not to be confused with the TIR Carnet, which governs the road transit of sealed consignments rather than the temporary admission of goods.
