Rather than linking two individual countries, the ASEAN–South Korea Free Trade Agreement (ASEAN–Korea FTA) connects the Republic of Korea with the entire ASEAN bloc – ten member states forming a single preferential zone. The agreement entered into full force in 2010 and progressively eliminates tariffs on a large share of traded goods. For freight forwarders, importers and exporters, it means that correctly documented shipments between Korea and ASEAN countries such as Vietnam, Thailand or Malaysia can qualify for preferential duty rates. The standard proof of origin is Form D; because the rules of origin apply uniformly across ten different national customs administrations, compliance requirements are substantial.
