A shipper in Malaysia needs to deliver electronic components to Vietnam duty-free. For Hanoi customs to apply the AFTA preferential rate, the shipment must be accompanied by Form D – the certificate of origin for trade between ASEAN member states under the ASEAN Free Trade Agreement (AFTA). The competent authority in the exporting country issues the form, verifies the origin details, and stamps and signs the document before export. If Form D is missing or contains errors, preferential status lapses and standard MFN duties apply – a compliance risk that is frequently underestimated in intra-Asian trade. Form D is strictly limited to intra-ASEAN movements; separate certificates are required for exports to third markets such as Japan (Form AJ), South Korea (Form AK), or China (Form E).
