> Anti-dumping duties are the trade policy tool that allows an importing country to counteract imports priced demonstrably below their normal value in the exporting country or below the cost of production.

Anti-dumping duties are the trade policy tool that allows an importing country to counteract imports priced demonstrably below their normal value in the exporting country or below the cost of production. Where a competent authority finds, following a formal investigation, that such dumping causes or threatens material injury to domestic producers, it may impose an additional tariff to offset the price gap. Importers and freight forwarders must bear in mind that anti-dumping measures are product- and often country-specific, require separate declaration in the import entry, and can in certain circumstances be applied retroactively during a provisional investigation period. The WTO Anti-Dumping Agreement (ADA) governs this instrument at the international level; measures are time-limited and subject to sunset review. Anti-dumping duties are distinct from countervailing duties, which target government subsidies in the exporting country rather than the pricing behaviour of individual exporters.
