Filing is mandatory for virtually all commercial shipments leaving the United States, replacing the former paper-based Shipper's Export Declaration. In practice, a licensed U.S. customs broker typically handles AES filing on the exporter's behalf. The system serves a dual function: compiling foreign trade statistics and enforcing export controls by flagging shipments subject to licensing requirements or destined for sanctioned parties.
