The freight forwarder or carrier submits an electronic message containing the commodity description, weight, packaging type, country of origin, destination, and any hazardous goods classification. Deadlines vary by transport mode and destination: for sea container shipments bound for the United States, CBP requires transmission 24 hours before loading at the foreign port. Customs authorities and terminal operators use the pre-arrival data for risk profiling, flagging suspicious consignments for physical inspection before the goods land; compliant shipments consequently clear significantly faster. The advance cargo declaration should not be confused with the import entry lodged after arrival – it is a pre-arrival security instrument, not a customs determination. On most major trade lanes it is now a statutory requirement.
