Duty liability is suspended for the entire storage period, giving importers the flexibility to store, repackage, or re-export cargo before committing to a final customs destination. Only when the goods are released for free circulation does the duty debt crystallise and become payable. Warehouse keepers bear full responsibility for accurate stock records, physical security, and ongoing compliance with the authorising customs authority – and are liable for any shortfall in inventory.
