It protects shipments throughout the entire transport chain against total loss, physical damage, and theft; depending on the policy wording, consequential losses from delays or force majeure may also be included. Shippers, exporters, and importers most commonly arrange this cover for high-value, fragile, or perishable cargo. The premium is generally expressed as a per-mille rate on the declared CIF value. This policy must not be confused with the carrier's standard liability clause in a bill of lading or air waybill, which establishes a limited legal liability rather than comprehensive cargo insurance.
