The ACP Group (African, Caribbean and Pacific Group of States) is an intergovernmental organisation founded in 1975, bringing together more than 70 developing and emerging economies in a structured framework for trade and development cooperation with the European Union. The partnership evolved from the Lomé Convention through the Cotonou Agreement and now operates primarily through bilateral Economic Partnership Agreements (EPAs). For customs practitioners and freight forwarders, the practical consequence is preferential tariff access: goods originating in ACP countries may enter the EU at reduced or zero duty rates, provided the rules of origin set out in the applicable EPA are met and supported by a valid proof of origin. The ACP framework should not be confused with the EU's Generalised Scheme of Preferences (GSP), which covers a broader range of countries under distinct origin criteria and separate duty rates.
