Die Nördlichen Marianen (CNMI) liegen im westlichen Pazifik und bilden mit Guam die Inselkette der Marianen. Als selbstverwaltetes US-Aussengebiet gehören sie politisch zu den USA, liegen aber ausserhalb des US-Zollgebiets und betreiben ein eigenes Zoll- und Quarantänewesen über die Division of Customs and Quarantine des Department of Finance. Statt einer Mehrwertsteuer wird eine Excise Tax (Verbrauchssteuer) je Warengruppe erhoben (Lebensmittel 1 Prozent, Standardsatz 5 Prozent, hohe Sätze auf Tabak, Parfümerie und Kosmetik), zusätzlich eine Environmental Beautification Tax von 0,42 Prozent auf Konsumgüter. Die Bewertung erfolgt nach CIF, für persönliche Einfuhren gilt eine Freigrenze von 1000 USD. Wirtschaft und Versorgung stützen sich auf Tourismus, die US-Militärpräsenz und Importe aus dem US-Festland, Guam und Asien. Logistisch zentral sind der Hafen von Saipan (Tanapag Harbor) sowie der Saipan International Airport; Tinian und Rota verfügen über kleinere Häfen und Flughäfen. Die Landeswährung ist der US-Dollar.
