## Description

Air Flamenco and Vieques Air Link carry almost everything that flies out of José Aponte de la Torre Airport (NRR, TJRV), the civil field on Puerto Rico's east coast about four kilometres from Ceiba. Cargo here is an island-supply job rather than an air freight market: Flamenco Cargo, the all-cargo division of Air Flamenco, operates Britten-Norman Islanders in freighter configuration to Vieques (VQS) and Culebra (CPX), moving groceries, spare parts and general cargo in small lots, with no pallet handling, no significant cold chain and no dangerous-goods capability documented. The airport opened in 2008 on the grounds of the former Naval Station Roosevelt Roads, once the US Navy's largest Caribbean base, and is run by the Puerto Rico Ports Authority. No customs post is needed: there are no international services, and Puerto Rico lies inside the United States customs territory, so shipments from the mainland are not exports. International air freight for eastern Puerto Rico therefore clears through Luis Muñoz Marín International (SJU) near San Juan, roughly 60 kilometres west, with Rafael Hernández at Aguadilla (BQN) the island's second cargo field. Road access runs via PR-3 and PR-53, and the Ceiba ferry remains the surface alternative to the island flights. Investigative reporting indicates United States military flying resumed on the adjoining former naval station in late 2025, which can affect civil ramp availability.
