The name goes back to an oil pipeline, not to aviation: the H1 pumping station on the old Mosul–Haifa line gave the Royal Air Force its 1930s landing ground RAF H1, and the site listed today as H1 New Air Base near Anah in Iraq's Anbar province still carries neither an IATA nor an ICAO code.
