## Description

One runway of roughly 2,500 metres, built in 1945 and still in military hands, is the whole infrastructure story at Chernyakhovsk naval air base, some four kilometres south-west of the town in Russia's Kaliningrad Oblast. The base belongs to the naval aviation arm of the Baltic Fleet and hosts the 4th Guards Naval Attack Aviation Regiment flying Sukhoi Su-30SM and Su-24M within the 34th Composite Aviation Division; a Natural Resources Defense Council study also lists it as a nuclear-capable site, an assessment Russia has not confirmed. There is no cargo handling, no ground handling agent and no customs office for commercial goods. Civil traffic in the oblast runs exclusively through Kaliningrad Khrabrovo (KGD), about 80 road kilometres to the west. For consignments into the exclave the legal framework matters more than any terminal: EU and Russian airspace are mutually closed, transit of sanctioned goods through Lithuania is restricted, and most freight now moves by sea between Ust-Luga and Baltiysk. Shippers based in the EU or Switzerland must screen sanctions and dual-use rules before booking, and the nearest normally usable cargo airports, Gdansk (GDN) and Kaunas (KUN), lie outside Russia.
